What operators report

How Have Hyperscalers Responded to Public Concerns?

Large cloud operators are trying different ways to use less power and water, and to put heat to work. Here are examples they have published.

What these examples show

There is more than one way forward.

Operators are combining efficient equipment, low-water cooling, reclaimed water, clean-energy buying and heat recovery. The right mix depends on the grid, water source, climate and local needs.

Valora is another idea to explore when a site has useful heat and a real water need. The links below show what operators have reported.

Initiatives with a stated status and boundary.

Each panel uses an operator-reported initiative or result. No panel transfers a metric or outcome to Valora or to another facility.

Launched design or disclosure

Microsoft · direct-to-chip cooling

Microsoft says new data-centre designs starting in August 2024 use closed-loop chip-level cooling intended to consume zero water for cooling. The loop is initially filled and then recirculates without fresh water for cooling.

New-design standard; not every existing facility. Microsoft notes a nominal annual-energy increase versus evaporative designs, moderated by warmer-temperature cooling.

Reported result / operating implementation

Microsoft · reclaimed water and disclosure

Microsoft reports alternative-water use in Texas, Washington, California and Singapore. It says the Quincy, Washington reuse facility cut regional potable-water use by about 75%, avoiding about 1 million m³/year of potable water.

Operator-reported, region-specific estimate. It is not a general result for other climates, utilities or proposed facilities.

AWS · facility and cooling efficiency

AWS reports 2025 average global PUE of 1.14 and WUE of 0.12 L of water withdrawn/kWh of IT load, with stated improvement from its prior global reporting periods.

Global average. AWS defines this WUE as water withdrawal, not water consumed; it is not an individual-site forecast or comparative ranking.

Launched design or disclosure

AWS · reclaimed water and customer disclosure

AWS says it uses reclaimed water at 26 data centres worldwide and launched annual water-withdrawal data in its Sustainability Console by Region, service and account.

The stated expansion to 130+ locations is planned, not complete. Console data are allocated annual withdrawals, not direct meter readings for every customer or water-consumption data.

Meta · clean-energy matching and restoration

Meta reports annual renewable-electricity matching and water-restoration work at corporate scale, including 1.6 billion gallons restored in 2024 and more than 15 GW of new clean and renewable energy brought online in regions worldwide.

Annual matching is not 24/7 local carbon-free supply, and corporate restoration totals do not offset a host community’s local water analysis.

Meta · Odense district heat

Meta says 165,000 MWh of surplus heat from its Odense server halls is delivered to Fjernvarme Fyn’s district-heating system and distributed to up to about 9,000 households.

A site-specific operating example that depends on a nearby heat network, a receiving utility, a technical interface, matched demand and local economics.

How the pieces fit

Different choices solve different problems.

These diagrams explain the choices. They do not show any operator’s facility.

Cooling choices

Water and power go together.

Outside-air cooling · closed liquid or direct-to-chip cooling · reclaimed-water cooling where it is available.

Local conditions decide the trade-off.
Useful measures

Use the same definitions before comparing numbers.

PUE compares all facility energy with computing energy. WUE counts water. A water ledger separates water taken in, sent out and used up.

These examples use different measures, so the numbers are not one-to-one comparisons.
Useful heat

Heat needs someone to use it.

Servers → heat exchanger → optional heat pump → district heating → homes or businesses.

It needs a nearby user, matching demand and an agreement to operate it.

How to read a claim

Status matters.

Reported results, operating sites, new designs and plans do not mean the same thing.

Reported result / operating implementation

The operator says a result, feature or working installation is in place. The place, time period and measurement still matter.

Launched design or disclosure

A design standard or reporting tool has launched. It may not be in use everywhere unless the source says so.

Contracted or goal

A signed agreement or goal is not the same as energy already delivered or a result at a local site.
